Ah the romance of the French lifestyle has always intrigued me. I've always gotten a sense that little French school girls and boys were meant to be seen, not heard... were meant to be overtly polite and well-mannered because that is a reflection of their parents.
I think in the USA many parents set out to raise kids who have a good self-esteem and who are rugged individualists! Perhaps that is one difference in the philosophies.
